The Federal Ministry of Education has released the final list of textbooks approved for use in Nigerian schools for the 2026–2028 academic period, following the completion of the first phase of a nationwide textbook ranking exercise. The approved titles cover four class levels: Primary 1, Primary 4, Junior Secondary School 1 (JSS 1) and Senior Secondary School 1 (SS 1). The ministry, in a statement issued on Monday by its Director of Press and Public Relations, Boriowo Folasade, said the ranking exercise was designed to strengthen the selection, monitoring and accountability of instructional materials used in schools. A major feature of the newly released list is the introduction of a unique Ranking/QR Tracking Code for every approved textbook. According to the ministry, “Each approved title carries a unique Ranking/QR Tracking Code, alongside key details including the title, author(s), publisher and year of publication, to facilitate identification, monitoring and accountability.” The new identification system is expected to provide a mechanism through which approved textbooks can be more easily identified and monitored by schools, education authorities, procurement agencies and other stakeholders involved in the provision of learning materials. New tracking system The ministry said the introduction of the QR-based tracking mechanism formed part of efforts to improve transparency in the approval and distribution of textbooks. “The introduction of the Ranking/QR Tracking Code represents an important step towards strengthening the monitoring and control of approved instructional materials and ensuring greater transparency in their selection, procurement and utilisation,” the statement said. The ministry explained that incorporating the new coding system into the ranking process contributed to the time required to complete and validate the final list. “The Ministry noted that the additional process of generating and assigning unique codes to each ranked textbook contributed to the time required to complete and validate the final lists,” it said. The exercise was conducted under the guidance and leadership of the Minister of Education, Maruf Tunji Alausa, and the Minister of State for Education, Suwaiba Sa’id Ahmad. The final list was subsequently approved by Alausa. Second phase to cover four more classes The ministry said the national textbook ranking exercise would not end with the first phase. Instead, the process will continue in stages, with the next phase covering Primary 2, Primary 5, JSS 2 and SS 2. “The ranking exercise is being implemented in phases. Following the completion and approval of the first phase, preparations will commence for the second round, covering textbooks for Primary 2, Primary 5, JSS 2 and SS 2,” the ministry said. It added that the tracking system introduced in the first phase would also be applied to textbooks considered during the subsequent stage. “The same identification and tracking measures will apply to the subsequent phase,” the statement added. The phased approach means that schools and other education stakeholders will receive approved textbook lists for additional class levels as the ministry completes the relevant ranking and validation processes. Ministry directs schools, publishers to follow approved list The Federal Ministry of Education also directed publishers, schools, education authorities, procurement agencies and other stakeholders to consult the official list before selecting or purchasing textbooks for the classes covered by the first phase. “The Federal Ministry of Education urges publishers, schools, education authorities, procurement agencies and other relevant stakeholders to consult the official approved list when selecting and procuring textbooks for the affected classes,” it said. The ministry further urged stakeholders to comply with the approved titles when providing and using textbooks for the specified levels. “The Federal Ministry of Education encourages all stakeholders to adhere to the approved list in the provision and use of textbooks for the specified classes,” the statement said. Focus on quality and accountability The textbook ranking exercise is part of the Federal Government’s broader efforts to improve the quality of learning resources available to pupils and students while strengthening accountability in the provision of instructional materials. The ministry said the exercise was intended to ensure that teachers and learners have access to materials that are relevant to the approved curriculum. “The exercise forms part of the Federal Government’s commitment to ensuring that learners and teachers have access to quality, relevant and curriculum-aligned instructional materials, while strengthening transparency and accountability in textbook provision across Nigerian schools,” the statement said. The ministry has made the complete 2026–2028 ranked and approved textbook list available through its designated online document. The document contains the Ranking/QR Tracking Code and other identifying details for each approved title. Schools, publishers, procurement bodies and other relevant stakeholders are expected to consult the official list when making textbook selections for Primary 1, Primary 4, JSS 1 and SS 1 during the 2026–2028 period.
